So, is the Railroad being shut down or not?

Cody over at BOR has a post up about the Texas State Railroad (an East Texas childhood staple... is there ANYONE didn't ride it when they were kids?) possibly having to shut down at the end of the year because of a lack of funding. Then Vince over at Capitol Annex posted a letter from Dewhurst and CradDICK saying that the Lege had appropriated enough money to keep it open.

So, who's telling the truth? It sounds like someone in the Lege is playing fast and loose with the facts...
